Strategic management is the process of specifying an organization’s objectives, developing policies and plans to achieve those objectives, and allocating resources in order to implement the plans. This approach is used in the project development process from concept to operations.

The national transportation system is an extensive network of airports, roads, transit routes, terminals, waterways, and pipelines. Millions of people and businesses rely on this expanding system to go to work, conduct business, ship goods and for leisure travel. The transportation system links residential population with activity centers in communities of all sizes throughout the nation.

As an example, the Federal Aviation Administration of the U.S. Department of Transportation projects one billion air passengers by the year 2016. In calendar year 2007, total system passengers approached 800 million. As the demand for air travel continues to increase, there are issues that will have an impact on the ability of the transportation system to satisfy existing and new demand. They include infrastructure maintenance, safety, capacity, security, the environment and funding. Each of these issues generates extensive debate, policy, and regulation. In order to maintain a high quality of life and sustain and increase economic benefit from the integrated, national transportation system, efficient planning, programming and implementation will be required of public and private organizations which operate, use and maintain this infrastructure and supporting facilities.
